The Vendice

Three of the Vendicare Guards

The Vendice, also commonly referred to as Vendicare, are the masked guards who protect the laws of the Mafia World. Those who defy their law are said to be arrested without hesitation and are doomed to spend the rest of their life in an inescapable water prison, known as the Vendicare Prison.
Their reputation among the Mafia World precedes them, as they are known to show no mercy even to devils, it is clear they attract a great deal of fear, as anyone, even Reborn, states that it isn't wise to mess with them.
While the true extent of their powers are unknown, it is known that only three Illusionists in the world have the power to deceive the Vendicare.
The strength of the Vendice is immense, as they had to guard two of the strongest Guardians from high ranking Families, Mukuro Rokudo of the Vongola and Ghost of the Millefiore.
The Vendice also appear to use Rings as one of them used his/her Ring to project an image of Mukuro's profile to Iris.

Plot Overview

Kokuyo Arc

After Tsuna defeats Mukuro, the Vendice arrive and take Mukuro away in cuffs and chains. Tsuna tries to stop them, but Reborn tells him that this is "justice." The Vendice disappear with Mukuro and his followers.

Future Final Battle Arc

Flan appears at the Vendicare Prison in Europe, disguised by his illusions as Iris Hepburn, and convinces the Vendice to release Mukuro Rokudo from his cell. They comply. The real Iris Hepburn later visits the Vendicare Prison on behalf of Byakuran, negotiating the release of Ghost. The Vendice, however, insist that they have already released the prisoner the Millefiore are after. Iris confirms that the Vendice have been tricked, though they insist that there are only three illusionists in the world that could deceive them.

Inheritance Ceremony Arc

The Vendice appear on the Shimon's Island as the Vongola arrive. They state that they are present to fulfill the "promise" made between Giotto and Cozart. As the Vongola and Shimon were bound by their friendship, the Vendice are to ensure that the two Families never cross swords. They also state that, in the conflict between Vongola and Shimon, the losing side is to be erased from existence by being confined in the Vendicare Prison for all eternity. Enma expresses his interest in this promise, and agrees to it. After the the fight Koyo vs. Ryohei, they imprison them both and give each of the Vongola and Shimon Guardians the first Key.
