The Foundation (風紀財団, Fūki zaidan?) is an independent group that serves under Kyoya Hibari. The group's core members are former members of the Namimori Middle Disciplinary Committee.
The Foundation travels around the world studying and researching Box Weapon technology. Tetsuya Kusakabe reaffirms his position as Hibari's second-in-command.
Their hideout is directly connected to the Vongola Underground Base via a steel door which is never opened to keep the secret and also because Hibari does not like crowds.
