The CEDEF is a secret intelligence organization independent from but still under the Vongola Famiglia. Its headquarters is disguised as an ordinary business's building. CEDEF stands for Consulenza Esterna Della Famiglia (門外顧問機関, Mongai komon kikan?) meaning "External Advisors of the Family" in Italian.

The CEDEF was founded by the first generation Vongola Cloud Guardian, Alaudi. When Giotto, the Vongola Primo, bequeathed his title to Vongola Secondo, he wanted to split the power in the Famiglia to have balance; thus, he commissioned Alaudi to create CEDEF.[1]

By the modern era, the CEDEF headquarters are situated in a towering building within a city. The facade is an ordinary business where across the multiple floors there is computer based equipment. In some locations the CEDEF logo is featured thus the public may know the organization by name but not its true purpose. The current Vongola boss the organization assists is the Ninth, Timoteo.

The members of CEDEF are members of the Vongola Famiglia that remain outside the direct control of the main Famiglia. They hold very little power during times of peace; however, they become a very important part of the Famiglia during times of crisis because, at such times, the CEDEF leader becomes the Vongola Famiglia's second-in-command, and also merges with the main Vongola. The CEDEF can thus be considered the "second Vongola".

They also have as much voting power as the Vongola Boss when choosing the Famiglia's next Boss. If the Vongola Boss and the leader of the CEDEF disagree on who the heir will be (though Reborn mentions that it rarely happens), the CEDEF leader has the power to send his or her Half Vongola Rings to the candidate of their choosing and subsequently the candidate's Guardians. The next heir is chosen when the Half Vongola Rings are reunited into the Vongola Rings after a battle between the two Boss candidates.[2]

There are over 800 members of the CEDEF, though only a few are named.[1] The known CEDEF members, excluding Alaudi and Iemitsu, are named after herbs and spices. Members wear formal suits for their attire.

Plot overview[]

Ever present in the future when Vongola members are being targeted, CEDEF is mentioned by Lal when she explains to Tsuna and Gokudera how she is a member. CEDEF members were heading to rescue the Ninth before losing contact.[3] Future Yamamoto had headed to pick up an agent of CEDEF where he finds Tsuna and Gokudera.[4] In the underground base, Reborn discusses with Lal Mirch how contact with CEDEF has been cut off.[5]

When Basil arrives in the future to find a passport and box weapons around him, Gokudera mentions CEDEF and their role as external advisors to the Vongola family. Hearing the name, Tsuna remembers that is the same organization that Lal and his dad are a part of. The assets provided helped Basil fight his way against the Millefiore to the base in Japan to join the others. Bianchi details how CEDEF is an organization that helps when the family is in trouble. Directions from CEDEF for Basil were to defeat Byakuran.[6]

Back in the present day, details on CEDEF are known to Julie Kato of the Simon family. He is aware CEDEF is the Vongola's outside consultancy agency. Julie describes them as outwardly an independent organization that essentially are the Vongola's secret agents. That Iemitsu is the Chief Executive who directs CEDEF is also known to Julie.[7]

In confronting Tsuna with what he feels he has learned, Enma thinks the Vongola External Affairs Advisory Agency under Iemitsu was behind the murder of his parents and sister.[8] When Timoteo is discussing Enma's family with Ganauche III and Nie Brow Jr. the "Flood of Blood" incident is raised which is said to have happened under CEDEF's jurisdiction.[9]

Telling the truth of how Enma's family were murdered, Demon Spade explains that seven years ago CEDEF were tasked with investigating families with ties to the Vongola that were being targeted. Computer based technology was used to identify that a bullet hole was made by Enma's father, Kozato Makoto. CEDEF immediately began investigating him where Iemitsu witnessed the "Flood of Blood" incident. Twelve CEDEF members were murdered and crammed into an elevator. For the CEDEF and Vongola synergy, when Iemitsu denied involvement after Enma's family were found murdered, Timoteo left the matter unresolved.[10]

For both of their intelligence gathering capabilities, CEDEF had no notion that the first generation mist guardian Demon had murdered Enma's family where an illusion was used so Enma saw Iemitsu as the murderer. While that is not something that could be guessed, CEDEF accordingly had no idea that the Simon family resented the Vongola which would lead to the tenth boss to be, Tsuna to be assailed.

The CEDEF headquarters are seen for the first time in a large city where it appears as an ordinary business to others. Iemitsu is shown to have his own office and works with Lal. When Oregano and Basil arrive they speak of a client where Iemitsu has to clarify whether it is for the dummy company or CEDEF. It is mentioned how appointments are scheduled, and there are questions of who the client is associated with if they know about the place. The CEDEF headquarters is the location of where one of the Arcobeleno, namely Colonnelo comes to gather representatives for his team for the Representative Battle of the Rainbow. It is entirely CEDEF members that make up Colonnelo's team.[11]

In Iemitsu's office it is learned that Colonnelo intends to remove Lal's curse. To assure him, Iemitsu states if it is for Lal then their men will not need any other reason. Iemitsu tells Colonnelo that CEDEF will lend all its support. The office is also where work from the Vongola has dropped in. CEDEF were turned to when Byakuran suddenly went off of his own accord. It is correctly guessed Byakuran means to fight for an Arcabeleno where CEDEF members would likely be the first to also know which specific one.[12]
