Bermuda von Veckenschtein, also known as "The Arcobaleno Of Vindice", is the founder and leader of the Vindice, possessing the Clear Arcobaleno Pacifier. He was the strongest Arcobaleno during his generation. He is the primary antagonist of the Curse of the Rainbow Arc and the final antagonist of the series.

Bermuda possesses traits of both Arcobaleno as well as Vindice, having the physical size and shape of a baby like that of the Arcobaleno whilst also possessing rotting flesh which he conceals with bandages akin to the Vindice. He also wears a feathered top hat with a band of bandages around it, along with a black cloak with fur trim and a violet fur collar as well as a white cravat.
Of course, like all the other Arcobaleno, Bermuda holds a Pacifier; although his is clear in color.

Bermuda is an exceedingly calm and secretive person. Even when Reborn refused to align with the Vindice to defeat Checker Face, Bermuda remained unperturbed, even stopping his subordinate Jaeger from attacking the other Arcobaleno himself.
However, Bermuda has also demonstrated himself to be incredibly prideful, considering nobody a true match for him and even going as far as to refer to himself as the "Strongest Arcobaleno of All Time". Following his battle with Tsuna, and his subsequent defeat by him, the former Arcobaleno was left completely awed by the fact someone had actually managed to best him in a one-on-one fight.

- Empower: Bermuda is able to lend his allies Dying Will Flame energy. If the Vindice aren't given any Flame energy from him, they become unable to use their abilities and suffer extreme fatigue.
- Short Warp: Much like his second-in-command, Jaeger, Bermuda can warp himself instantly across short distances. However, since he possesses his own Flame energy, Bermuda can teleport without limit.
- Speed of Light Warp Hole: By moving through multiple portals made from the Flame of Night, Bermuda can propel himself quickly enough to reach the speed of light, after which he then proceeds to fling himself at his opponent; crushing them with the force of his fall.
